How do I email a business flyer without it being an attachment blocked by Outlook?

I would zip it up using winzip and password protect the file when you create it. You could also use winrar to do the same thing. Most virus scanning programs will not make it past the password in the zip file to see what it is and block it.

Try changing the extension on the zip file to something innocuous like .txt or .ddd. Then tell the person on the other end to change it back. If you hit F1 while in Outlook and search for block attachments, you can see the list of dangerous extensions.
