How would I begin a business email? would I say "dear so and so"?
Use standard business letter format. Dear Mr. (or Ms.)_______:

Then the body of your letter. Try to keep it brief and to your point.

End with a line like - thank you for your attention to this matter, or thank you for your anticipated co-operation, if appropriate.

Sincerely,

Your signature goes here then -

Type your first and last name.
Reply:Yes, you would start with "Dear Mr./Mrs. X", that's how you start a business letter too. An e-mail is less formal than a letter so you wouldn't need the date and location and everything else that goes on a letter prior to the "Dear...".
