I'm a recruiter with my own business and I email other recruiters all the time. I have no idea what your question is asking. Recruiters do split business all the time. If we have a job that we are unable to fill, we will ask another recruiter for some assistance. If they provide a candidate who gets the job, they get half the fee. Vice versa.
